Club Policies

1. DEFINITIONS – “Club” refers to the Chisago Lakes Youth
Soccer Association
2. “Board” refers to the board of directors for the Club.
3. EFFECTIVE DATE – The effective date of theses policies is
shown after the word “Updated,” above. The policies initially
became effective when voted on by the Board August 20,
2006. Updated policies will be voted on by the Board
periodically, and will be effective immediately upon approval.
The set of policies with the most recent Updated date are in
effect and will supersede any previous updates.

POLICY DISTRIBUTION – These policies will be post on our
Web site:
www.chisagosoccer.org The policies are in effect
whether or not they have been read by coaches, players or
parents affect by the policies.
5. DISPUTES – If there is a dispute over the interpretation of the
meaning of a policy or any other dispute within the Club, the
Board will make the final decision regarding such dispute.
6. COACHES: ONE CHILD’S FEE WAIVED – Each head coach will
have the registration fee waived for one of their children. They
can choose to have the highest fee waived. The fee can be
waived for any one of their children; it does not have to be the
fee of the child they are coaching. The head coach shall pay
the full fee at registration for all their children participating. The
one child fee waiver shall be granted at the end of regular
Traveling season.
7. PLAYER PLACEMENT ON TEAMS – After registration, players
will be placed into the MYSA age group dictated by their birth
date. Once teams are formed, players will be placed on the
team dictated by their birth date. At the club’s discretion,
players may be moved to a higher age team. Note: This means
that it doesn’t matter what the coach has promised the parent
or parents of a player. The coach must present the player move
request to the Board; the Board will decide if the request will be
allowed.
8. REGISTRATION FEE – A player shall be considered fully
registered and available to be rostered when a fully completed
and signed registration form has been submitted, and full
payment of applicable registration fee has been received by
CLYSA and the check or money order has cleared the bank. A
completed and signed registration form without full payment, to
include partial or incorrect payments, of registration fee will not
fully register a player, and make them ineligible for rostering.
9. REFUNDS – Refunds will be given through January 31 of a
given soccer year. The refund amount will be the full
registration fee less $50 for Club costs. After January 31,
refunds will be given only if a player becomes injured or ill and
cannot participate. A note from a doctor to this effect may be
required, at the Club’s discretion. Once the season’s first
game has been played, refunds will not be given for any
reason. The Club may grant a waiver of the January 31 refund
deadline, at the discretion of the Registrar, due to unique
registration issues; however the $50 Club administrative cost
deduction will not be waived. If the Club is unable to form a
team at any particular age bracket due to lack of players; the
January 31 refund deadline will automatically be waived, and a
refund will be given for the full registration fee after final team
submissions to MYSA, generally in the March/April time frame.
10. CONDUCT – The Club reserves the right to refuse
membership to a player requesting registration. The Club
reserves the right to remove a player from Club membership at
any time due to: a) unacceptable conduct on the part of the
player or the player’s parent(s) or guardian(s), b) refusal to pay
Club fees in full, c) non-compliance with Club Policies.
11. TRYOUTS – If the Board determines that more than one team
is needed for a particular age group or groups, tryouts will be
held to place players on each team. Parents with children trying
out will not be involved in the tryout process, with the exception
of a head coach will be allowed to have input. The Board will
approve detailed tryout procedures, dates and selection criteria
if a tryout becomes necessary.
12. TOURNAMENT FEES – The Club will no longer pay for
one tournament during each season.
13. DISTRICT/STATE TOURNAMENT FEES – For each team, the
club will also pay all fees, including registration fees, referee
payments, etc. associated with participation in district
tournaments and state tournaments sponsored by MYSA and
season ending jamborees (for younger teams). The intent of
this rule is to encourage teams to participate in district
tournaments and state tournaments and make sure money
isn’t the issue if teams choose not to participate in those
tournaments if they qualify for those tournaments.
14. FINANCIAL ASSISTANCE SCHOLARSHIP – There are a
limited number of scholarships available to players that
demonstrate financial need. These scholarships can cover a
portion or entire registration costs. The player (player’s
parent/guardian) will be responsible for any remaining portion
not covered.
Requests for fee assistance should be made in writing (email acceptable) to the President of the Board, with supporting documentation attached. Supporting documentation can include:
· Letter from school showing eligibility for free/reduced lunch program.
· Case number of current aid/assistance from the County.
· Short-term circumstances (reviewed on case-by-case basis); please provide a brief letter
outlining hardship.
· Letter of explanation from parent/guardian.
Until scholarship is approved and all fees that a player is responsible for are paid, a player will NOT be considered as fully registered, and therefore will not be eligible to be on Club Roster, any Pre-Season, or Regular season roster; and therefore cannot participate on any CLYSA team.
The entire Financial Assistance Scholarship process shall be treated as confidential information by CLYSA. The review and approval process shall be restricted to a scholarship review committee made up of the President, Treasurer, and Registrar.
